Eligibility API: Unable to Process the Request at this Time

Eligibility API is giving unable to process the request at this time, please try again later. The auth API gives Either client_id or client_secret are invalid, when using correct value for both. It works via curl.

3. Try the healthcheck endpoint to make sure the API is up and running.
